Mr. Dattatray H Kulkarni, retired Indian navy officer was awarded Vocational Excellence award. For his gallantry and bravery on 4th December 1971 India Pakistan war. Taking his speed boat from Mumbai to Karachi and taking out 3 Pakistan battle ships and 1 American Merchant ship which was carrying arms and ammunitions for the Pakistan army against India. This lead to a strategic win to India. This was more like a suicide mission but our warriors made it back alive. Also gunning down Pakistani army scuba divers in Mumbai who had come to mine the speed boats to neutralize them for next mission.
